1. Preheat Oven and Prepare Baking Sheets
Preheat your oven to 350 degrees and line two baking sheets with parchment paper.
2. Mix Dry Ingredients
In a medium bowl, whisk together the all-purpose flour, baking powder, baking soda, and salt until well combined.
3. Combine Sugar and Cream Cheese
In a large bowl, combine 1.5 cups of sugar with the cream cheese. Set aside 0.33 cups of sugar in a shallow dish or pie plate for later use.
4. Add Melted Butter
Pour the melted butter over the sugar and cream cheese mixture, and whisk until smooth, even if small lumps of cream cheese remain.

Whisk in the vegetable oil until fully blended.
6. Add Wet Ingredients
Add the egg, milk, and vanilla extract, and continue to whisk until smooth and homogenous.
7. Combine Dry and Wet Ingredients
Using a rubber spatula, fold the flour mixture into the wet ingredients until a soft, homogeneous dough forms.
8. Form Dough Balls
Take two tablespoons of dough at a time, roll them into balls, and then roll these dough balls in the reserved sugar.
9. Arrange Dough Balls
Arrange the dough balls on the prepared baking sheets, leaving enough space between each one.
10. Flatten Dough Balls
Using a greased measuring cup, gently flatten each dough ball to about 2 inches in diameter. Sprinkle the tops with a bit more of the reserved sugar.
11. Bake Cookies
Bake the cookies in your preheated oven for 11 to 13 minutes, rotating the baking sheets halfway through. The cookies are done when the edges are set and just beginning to brown.
12. Cool Cookies
Allow the cookies to cool on the baking sheet for about 5 minutes before transferring them to a wire rack to cool completely.
