1. Marinate Beef
Cut steak with the grain into thirds, then slice each third against the grain into thin strips. In a medium bowl, whisk together 1 tablespoon oyster sauce, 1 tablespoon cornstarch, water, and baking soda until smooth. Add beef to the marinade, stir to coat evenly, and let sit at room temperature for 15 to 30 minutes.
2. Prepare Sauce Mixture
In a separate bowl, combine sliced scallion whites, 2 tablespoons oil, minced garlic, and grated ginger. In a third bowl, whisk chicken broth, soy sauce, sugar, the remaining 3 tablespoons oyster sauce, and the remaining 1 1/2 teaspoons cornstarch until well mixed.
3. Cook Stir-Fry
Heat the remaining tablespoon of oil in a 12-inch nonstick skillet over high heat until shimmering. Add the marinated beef, spreading it out, and cook without stirring for about 2 minutes, until browned on the bottom. Stir the beef and cook for another 2 minutes or until it's mostly cooked through, with some brown spots. Stir in the scallion mixture and cook until fragrant, roughly 1 minute. Whisk the broth mixture again, then add it to the skillet along with the broccoli. Cover and cook for about 3 minutes, occasionally shaking the skillet, until broccoli is crisp-tender. Remove the skillet from the heat, stir in the scallion greens, and serve immediately.
