1. Preheat Oven and Prepare Vegetables
Preheat the oven to 400°F (200°C). Prepare the vegetables by chopping the onion, dicing the carrots, and mincing the garlic. Heat up the mashed potatoes if not already warm.
2. Brown the Beef
In a large skillet, heat the olive oil over medium heat. Add the chopped onion and diced carrots, cooking until softened, about 5 minutes. Incorporate the ground beef, breaking it up with a spoon and cook until browned.
3. Build the Flavor
Stir in the minced garlic, cooking for an additional minute. Mix in the tomato paste and Worcestershire sauce, cooking for 2 minutes. Pour in the beef broth, and bring the mixture to a simmer. Let it cook until slightly thickened, 10 minutes. Add the frozen peas and cook for another 3 minutes. Season with salt and pepper.
4. Assemble the Pie
Transfer the beef mixture into a baking dish. Sprinkle 1 cup of shredded cheddar cheese over the meat. Spread the warm mashed potatoes on top of the cheese layer. Sprinkle the remaining 1 cup of cheddar cheese over the mashed potatoes.
5. Bake
Bake in the preheated oven for 20 minutes, or until the cheese is melted and the edges are bubbling.
6. Serve
Remove from the oven and let it sit for 5 minutes before serving.
