Peel the grapefruits with a sharp knife, ensuring that you remove both the peel and the white pith. Segment the fruit carefully, letting the segments drop into a bowl.
2. Prepare Shallots
Soak the thinly sliced shallots in cold water for 10 minutes, then drain them.
3. Combine Ingredients
Transfer the grapefruit segments to a wide, shallow serving bowl. Add the soaked and drained shallots, dried shrimp powder, toasted chickpea flour, and fried shallots to the bowl. Toss gently to combine.
