1. Make the Dough for the Wrappers
In a large bowl, combine the wheat starch, tapioca starch, and cornstarch using a fork or a whisk. This step ensures that the starches are evenly distributed.
2. Boil Water and Add Starch Mixture
Bring the water and neutral oil to a boil in a deep medium saucepan. Once boiling, add one-third of the starch mixture to the liquid and mix quickly and vigorously for about a minute, forming an initial thick paste. Continue by adding another third of the starch mixture, mixing for another minute. Finally, add the remaining starch mixture and mix for two minutes until you have a shaggy dough. Cover the dough and let it rest for five minutes.
3. Knead the Dough
Dust your work surface with cornstarch and knead the dough for 3-5 minutes until it becomes smooth, pliable, and slightly shiny. Roll the dough into a log about 1.5 inches thick and 15 inches long, then cut it into 18 equal pieces.
4. Prepare the Filling
Place the shrimp in a stand mixer with a paddle attachment and beat for about a minute until the shrimp is sticky and forms a cohesive paste. Add the finely chopped garlic chives, water chestnuts, cornstarch, neutral oil, oyster sauce, Shaoxing wine, sesame oil, fine sea salt, sugar, and white pepper powder to the shrimp and beat for another minute until everything is well combined.
5. Assemble the Dumplings
Roll each piece of dough into a 4-inch circle on a lightly dusted surface. Place a small amount of filling in the center of each circle, then fold and shape the dumplings as desired.
6. Cook the Dumplings
Heat a steamer and add the dumplings, ensuring they do not touch each other. Steam until the wrappers become translucent, indicating they are cooked through.
7. Serve the Dumplings
